Incorporated as a Township of the First Class in 1900, Lower Merion encompasses the towns of Bala Cynwyd, Belmont Hills, Gladwyne, Merion, Penn Valley, Penn Wynne, and Wynnewood, as well as part of Ardmore, Bryn Mawr, Haverford, Rosemont and Villanova. Lower Merion Township is the largest municipality in Montgomery County encompassing 23.6 square miles, 22,868 households, and 59,850 people (2000 Census).
The Township’s governing body consists of 14 Commissioners, one elected from each ward for a four year term, with seven members elected every other year. The three Ardmore Commissioners are Maryam Walker Phillips (South Ardmore/Haverford), Jane Dellheim (Ard-Wood), and Cheryl Gelber (North Ardmore). The Board of Commissioners meet monthly to conduct business and set policy. The Board appoints a Township Manager (Douglas S. Cleland) as the chief executive officer who oversees the day-to-day operations of Lower Merion. |

| HARB Review and Certificates of Appropriateness |

| Since being named a local Historic District in 1993, all proposed changes to the exterior of any building in the historic district visible from the public right-of-way must be reviewed by the township’s Historical Architectural Review Board (HARB). This citizen advisory board consists of 9 members and evaluates changes proposed in overall plot density, arrangement, design, materials or texture of a façade. If a project is recommended after review, a Certificate of Appropriateness is then sought from the Board of Commissioners. HARB review helps ensure the appropriateness of renovations so as to preserve the historic character of the district. However, owners and tenants should be aware that this additional level of review when a building permit is sought may add time to the application process.
